Package proposal

The pr2_gripper_sensor_action package goal is to allow the PR2 gripper to delicately manipulate objects without dropping them, as well as give a rich array of other haptic sensory feedback signals. It relies on fellow support packages pr2_gripper_sensor_msgs and pr2_gripper_sensor_controller. The combined sum of these 3 packages represent a single end-user API.
